The cybersecurity bill (S 3414) just failed a key procedural hurdle as the Senate failed to reach the 60 votes needed for cloture. The 52-46 vote greatly diminished the bill's chances of passing before recess and likely dealt it a fatal blow for the session. Majority Leader Harry Reid, D-Nev., moved for cloture to force a last-minute compromise between the two parties, who in recent days have sparred over dozens of unrelated amendments. In a final plea on the floor, bill sponsor Joseph I. Lieberman, I-Conn., expressed frustration that the chamber had once again reached gridlock but vowed to continue fighting. "I'm going to be open today, tomorrow, as long as we have an opportunity in this session of Congress to work with colleagues to try and reach an agreement," he said.
